SWO & Literacy Movement Ink 3-Year Deal: Zero Illiterate Female Heads by 2028

The heads of Iran’s Welfare Organization (Behzisti) and the Literacy Movement Organization today (Tuesday, 4 November 2025) signed a landmark Memorandum of Understanding to raise the literacy level of 120,000 female-headed households under Behzisti coverage to high-school diploma or higher within three years.

During the signing ceremony, Seyyed Hassan Mousavi-Chalok, Deputy for Social Health at the Welfare Organization (Behzisti), stated:
“There are numerous overlapping priorities between Behzisti—especially our Women and Family Affairs Office—and both the Ministry of Education and the Literacy Movement. Today we are witnessing the fruit of those shared goals: a formal Memorandum of Understanding between our two organisations.
Signing partnerships with strategic allies is a cornerstone of Dr. Hosseini’s vision as President of Behzisti. These collaborations inject fresh energy into our work and into Iran’s wider social sector.
It has taken us three full years of sustained effort to bring this MoU to the signing table. Now that the ink is dry, a precise timeline has been drawn up for the designated representatives of both sides, and regular progress reports will be issued to remove any obstacles without delay.”

Abdolreza Fooladvand, President of the Literacy Movement Organization, followed with these remarks:
“The Literacy Movement was founded in 1358 (1979). Under the Seventh National Development Plan, the Ministry of Education was tasked with a complete overhaul of our charter. Until now, the bulk of our teaching has focused on basic literacy—reading, writing, and arithmetic.
That overhaul has shifted our core mission toward global-standard literacy: personal skills, social competencies, and life-ready knowledge.
