According to the Public Relations and International Affairs Department؛ Arezoo Zakaei-far, Head of the Center for Entrepreneurship, Employment, and Empowerment Development at the State Welfare Organization of Iran, spoke about the activities of the Welfare Organization’s Employment Services System, stating: “In line with the organization’s mission to empower vulnerable groups, the establishment and implementation of the Employment Services System for beneficiaries represents a fundamental step toward transparency, social justice, and equal access to job opportunities. This system not only creates a comprehensive database of beneficiaries’ abilities and skills but also facilitates synergy among executive agencies and employers, thereby enhancing productivity, reducing dependency, and helping beneficiaries achieve economic independence. Undoubtedly, the expansion and strengthening of this system will play a significant role in realizing national employment and poverty-reduction policies.”
She added that “the Employment Services System consists of two main components:The first component is Assessment, where social workers record personal, employment, and related information to determine the job pathway of job seekers; the second component is Employment Services Delivery, which covers all stages of service provision—from application to registration—handled by employment specialists.” The Head of the Center noted that the first phase of the system has been designed and implemented, and training sessions for provincial social workers and employment experts have already been conducted. Currently, the cases of individuals aged 18 to 65 covered by the organization are being continuously monitored. The second phase, involving the provision and registration of employment services, was launched at the beginning of 2025 (1404 in the Iranian calendar), and services are now being delivered through this platform. Zakaei-far explained: “In this system, the employment pathway of each beneficiary is carefully tracked from the initial stages—such as identification, interest assessment, and evaluation of basic and professional skills—to determining the most suitable employment route. A key feature of this platform is the use of artificial intelligence as an effective tool for decision-making and ensuring job sustainability.”She concluded by stating: “At present, approximately 900,000 cases have been monitored, and data on the employment status of the target population have been uploaded to the system. According to the set targets, by the end of 2025, information on 1.5 million individuals will be registered in the system.
