According to the Public Relations and International Affairs report, Seyed Javad Hosseini stated at the opening ceremony of the 17th Congress on Addiction Science: Addiction is not just an individual issue, but a social, economic, cultural, and family crisis that various societies are facing very seriously today, in such a way that it is said to be the mother of social problems, meaning that it is not only a serious and devastating harm, but also the mother, producer, and reproducer of many other harms, and up to 25 harms can be specifically produced and reproduced due to addiction. Emphasizing that in the structural approach, primary prevention is the most important focal point that can help effectively control this damage, he said: "If we have accepted this issue as human knowledge and relied on it as a point of empirical and knowledge sharing, we must definitely turn it into a practical approach and policy. Therefore, today, with this same approach to prevention, education, culture building, skill training, and especially attention to neighborhoods on the one hand and people at risk on the other hand, should be considered as a preventive approach."
Hosseini, while referring to the structured primary preventive approach, believes that all 170 activities of the welfare organization must have an empowerment component.
Elsewhere he referring to the organization's preventive measures in the field of addiction, reminded: "The organization that plays the most role in organizing, maintaining, and rehabilitating people is the Welfare Organization."
According to the United Nations Office on Drugs and Crime, in 2022, 284 million people aged 15 to 64 were struggling with addiction, which shows a 26 percent increasing in this issue. However, according to the latest reports published in 2023, the number of drug users has reached 296 million, an increase of 23 percent, and the latest data from the last 6 months also shows a 24 percent increase compared to the previous year.
