Psycho-Social Rehabilitation in a Neighborhood-Centered Context: The Strategy of the “Salam Mahalleh” (Hello Neighborhood) Initiative

In alignment with the visionary goals of the 14th Government regarding the universalization of essential services for vulnerable groups, the Rehabilitation Affairs Deputy of the State Welfare Organization has focused its primary strategy on the implementation of the “Salam Mahalleh” (Hello Neighborhood) initiative, also known as “Community-Based Social Health.” By leveraging local capacities and collaborating with facilitators in Districts 12, 13, 14, and 15 of Tehran, this plan aims to provide comprehensive support and empowerment services to the target community through the active participation of all available resources. The core focus of this program extends beyond mere financial or material support; it is centered on empowerment, active participation, social integration, and addressing the root causes of individuals’ problems.

The “Salam Mahalleh” plan utilizes modern neighborhood-centered approaches, with psycho-social rehabilitation being one of its most critical components. The objective of this approach is to achieve maximum independence for individuals across various dimensions of life, particularly in economic and functional domains. Psycho-social rehabilitation truly paves the way for improving and enhancing the quality of life for senior citizens, persons with disabilities, and others grappling with physical, mental, or social challenges. This process assists individuals in adapting to their circumstances, accepting social roles, and ultimately attaining independence in vital aspects of life, such as employment, social responsibilities, and educational opportunities.

A key pillar in the successful execution of psycho-social rehabilitation is the adoption of a family-centered approach. This approach operates in total integration with neighborhood-based programs and is inseparable from them. The lack of effective family cooperation and the failure to provide necessary support—such as training and awareness-building—can significantly undermine the goals of the “Salam Mahalleh” initiative. Therefore, placing special emphasis on the role of the family as an essential partner in the rehabilitation process is vital.

In implementing the “Salam Mahalleh” plan, the primary effort of rehabilitation specialists—especially occupational therapists—alongside local facilitators, is focused on supporting the target community in returning to the cycle of social life. These support measures include inspiring hope, strengthening capabilities, and focusing on the development of individual, social, and professional skills. Skills are a key and effective tool, enabling individuals to manage their resources in the best possible manner. From the perspective of a rehabilitation specialist, advocating for the client and facilitating their reintegration into society is an inseparable part of the therapeutic process.

The “Salam Mahalleh” plan, by relying on psycho-social rehabilitation and neighborhood-centered approaches, represents an effective step toward promoting social health and empowering the target community. The synergy between specialists, local facilitators, and families will be the key to this program’s success in fostering a sustainable and positive transformation.ش
