According to the Public Relations and International Affairs Department of the State Welfare Organization, the National Rehabilitation Document was approved at a meeting of the High Council for Health and Food Security attended by Mohammadreza Zafarghandi, Minister of Health, Ahmad Donya-Mali, Minister of Sports and Youth, Ahmad Meydari, Minister of Cooperatives, Labor and Social Welfare, Shina Ansari, Head of the Department of Environment, Seyed Javad Hosseini, Head of the State Welfare Organization, and other council members.
During the session, Seyed Javad Hosseini outlined the key features of the document, noting that one of its most significant aspects is the integration of rehabilitation services across all levels of the health system and the creation of a cohesive service‑delivery pathway.
He stated that the document defines rehabilitation services at three levels: the first level includes identification, screening, and early intervention; the second level includes specialized and outpatient services; and the third level includes inpatient specialized services and advanced care.
Hosseini added that the document provides for an effective referral system and continuity of care with the participation of agencies including the Ministry of Health, the State Welfare Organization, the Special Education Organization, and the Red Crescent Society, giving the document an intersectoral nature.
He further highlighted the central role of the State Welfare Organization in identifying needs, directing individuals to appropriate services, providing supportive and care services, and ensuring continuity of rehabilitation services.
