Temporary Shelter and Insurance Payments for War-Affected Beneficiaries

The State Welfare Organization, in an emergency circular to the provinces, has instructed that beneficiaries whose homes have been damaged in the ongoing conflicts should be accommodated using local and organizational resources, and that self-employment and employer-based insurance payments should be processed quickly.

According to the Public Relations and International Affairs of the State Welfare Organization, this organization, in an urgent circular from the Center for Entrepreneurship Development, Employment, and Empowerment, has directed the provinces to utilize all available capacities to identify and provide temporary shelter for beneficiaries whose residential homes have been damaged during the ongoing conflicts.

Arzou Zakaifar, Head of the Center for Entrepreneurship Development, Employment, and Empowerment of the State Welfare Organization, emphasized in this circular that the initial accommodation for these individuals should be provided through kinship networks, local capacities, and organizational facilities.

In various clauses of the circular, she specified: “The capacity of employment facilitators should be used for the rapid identification of employment damages of beneficiaries, providing consultation, and guiding and directing them. The process of facilitating and accelerating employment, including providing loans, forming self-help and mutual aid groups, self-employment and employer-based insurance, and improving efficiency, should continue as a continuous process.”

Swift Insurance Payments

Zakaifar, referring to the availability of budget allocations for self-employment, employer-based insurance, and efficiency improvement in the financial sector of the provinces, emphasized that given the current situation, prompt payment and deposit of insurance and efficiency improvement aid is mandatory.

The head of the Center for Entrepreneurship Development, Employment, and Empowerment of the State Welfare Organization added: “The employment support centers must also become active in identifying damaged businesses and assessing their needs, and strict supervision should be applied to the expenditure of resources at the designated locations.”

She announced: “The capital and employment readiness allocations assigned in the last month will be announced early next week, based on the emergency conditions for the expenditure of the remaining amounts. Also, the remaining allocations for other programs of the center will be allocated to housing in coordination with the relevant deputy.”

War-Affected Individuals Prioritized for Shelter Services

Zakaifar further emphasized the accurate documentation of actions and incidents for post-crisis follow-ups and requested the necessary consultations to prevent any interruption in the payment of urban insurance for women.

She declared the priority for receiving treatment cost subsidies to the target community covered by war-related damages or risks and ordered: “Necessary coordination should be carried out with the Islamic Revolution Housing Foundation at the provincial level so that war-affected beneficiaries are prioritized to receive shelter and location services.”
