Speaking at a specialized panel on mental health experiences, Norouzi emphasized that social vulnerabilities cannot be managed through standardized, nationwide policies. He argued that since cultural, economic, and geographic conditions vary significantly across Iran’s provinces, policy interventions must be tailored to the specific context of each region.
Bridging the Gap Between Academia and Legislation
Norouzi highlighted the vast scientific potential of universities, such as the University of Tehran and Allameh Tabataba’i University, and criticized the current disconnect between research findings and practical policy-making.
“We must bridge the gap between parliament, universities, and executive agencies,” Norouzi stated. “Research and academic theses should not remain archived documents; they must be utilized as the bedrock for executive decision-making and planning.” He urged the State Welfare Organization to leverage its expert data alongside academic research to create evidence-based, effective social policies.
Addressing Regional Diversity
Citing the specific example of Golestan province—noted for its ethnic and cultural diversity—Norouzi explained that issues like crime and suicide require precise, localized analysis of their root causes. He asserted that a policy effective in one region might be entirely ineffective in another due to underlying social and demographic differences.
Demographics and Future Challenges
The member of the Social Commission also addressed the urgent need for analyzing demographic shifts, specifically the rise in the population of unmarried youth. He called for a deeper sociological and psychological analysis of the economic and social factors driving these trends to develop appropriate solutions.
Norouzi concluded by reaffirming the Parliament’s support for the State Welfare Organization, particularly in strengthening preventive programs and social emergency services, reiterating that the key to managing social pathologies lies in national synergy and localized solutions.
