Activities and services of the Welfare Organization regarding the empowerment of people with disabilities

Disability ID card

It is an identification card that is issued for identification in both Persian and English languages and in order to identify and provide services to a person with a disability.

Coverage in the field of rehabilitation (diagnosis of disability)

It is a process during which the review of medical documents indicating disorders and diseases leading to disability is performed and the evaluation of the type and severity of disability is performed by rehabilitation specialists in the Rehabilitation Medical Commission.

Service process

1)  Examining the initial request.

2) Examining the documents and sending the documents to the acceptance of the Rehabilitation Medical Commission.

3) Assessing the disability of the applicant along with medical documents in the Rehabilitation Medical Commission to determine the type and severity of disability.

4) Registration of the commission theory in the system of the medical commission (Armaghan system).

5) In case of confirmation of disability, formation of rehabilitation file in Armaghan system.

Payment of a scholarship for a student with a disability

It is a grant paid to students with disabilities on a monthly basis (9 consecutive months) during the school year.

Service process:

1) Examining the initial request

2) Checking the person with the national number in the Armaghan system

3) Examining the diplomas of the disabled student

4) Referral to the city rehabilitation committee

5) Examining the file and plan in the city rehabilitation committee

6) Announcing the result to the applicant regarding the inclusion or non-inclusion of this grant.

Pay for children with metabolic phenylketonuria

It is a grant paid to people with phenylketonuria for treatment, rehabilitation and nutrition.

Providing traffic services to people with disabilities

Special license plates for people with disabilities

A license plate for the disabled is a license plate designed to allow a person with a disability to access public places (such as educational, medical and work centers) as well as to identify his car for traffic police and to the car of a person with a disability qualified in Relevant instructions are assigned. This service is provided in cooperation with the Welfare Organization of the country and the Rahvar Police of the Islamic Republic of Iran (NAJA) in order to facilitate the movement of people with disabilities who own a personal car. This license plate with a wheelchair logo is known as a special license plate for people with disabilities.

Service process

1) Submitting the client's request to the assistant

2) Check the documents and their compliance with the instructions

3) Confirmation of disability and determining its type and severity in the Medical-Rehabilitation Commission Determining the type and severity of disability and registering in Armaghan system

4) Plan in the Rehabilitation Committee and approval of the type of service required and the extent of its use

5) Registration of information in the information system and final approval by the welfare manager of the city

6) Introducing people approved by the city to the province to check the conditions

7) Introducing approved people to the welfare of the country

8) Final approval of qualified people and introduction to Rahvar Naja Police by the Welfare Organization of the country

9) Submitting a letter of introduction to the applicant

10) Visit license plate replacement centers

Payment of traffic allowance

It is a grant that is paid directly to eligible people with disabilities in order to facilitate their movement.

Issuing permission to enter the traffic plan area

With the coordination and cooperation of municipalities, people with disabilities or their families living in cities with traffic restrictions will be issued traffic licenses within the limits of the traffic plan.

Exemption from public service for those with disabilities in the family

Pursuant to Article 26 of the Law on the Protection of the Rights of Persons with Disabilities and Article 44 of the Law on the Reform of Articles on Public Service, a person with a disability in the family can be exempted from public service under certain conditions and conditions.

Accessibility of housing for a disabled person

It is a set of measures that are taken in order to adapt and make available the housing of the disabled person so that he can use the available facilities in a desirable way in accordance with his capabilities and limitations.

As a result, the disabled person becomes more and more independent in carrying out the daily activities of living in a residential environment

Community-based rehabilitation

In this program, with the aim of empowering rural people with disabilities, measures are taken in five areas of health, education, livelihood, social activities and empowerment with the participation of people with disabilities, family members and the local community. Part of the measures taken to facilitate access to services to the disabled person and another part of the measures taken in this program include community-based measures such as community awareness, the formation of a local rehabilitation council, the formation of self-help groups and the creation of local micro-funds.

Community-based rehabilitation service process

1- Identification of rural disabled people by local facilitators

2- Referral of a disabled person to the Rehabilitation Medical Commission of the city

 3- Assessing the abilities and needs of the disabled person

 4- Facilitating access to current services in the field of rehabilitation

 5- Participation of the disabled person in community-based programs

6- Monitoring the program through home visits

 7- Evaluating the actions taken

Employing 3% of people with disabilities

According to Article 15 of the Law on the Protection of the Rights of Persons with Disabilities of 1397, the government is obliged to allocate at least 3% of the employment licenses of government agencies and public institutions and agencies that use the public budget to people with disabilities. Welfare Organization, as the custodian of pursuing the rights of people with disabilities and the process of law enforcement in the executive apparatus, always tries to act through consultation with various agencies and institutions, in order to equalize opportunities, remove existing barriers and realize their rights.
