Coinciding with the 30th of September, on the occasion of the International Day of the Deaf, head of State Welfare Organization released a message and asserted on the important of this day. Full context of this message is as follow as;

"International Day of the Deaf(8th October) is a day that gives us the opportunity to hear the message of justice and equality of opportunity from head to toe, and to turn our human gaze to the expressive hands of the deaf to hear what is in the ears of the soul. It must be heard, and this can only be achieved through the implementation of protective laws related to people with disabilities and the equalization of job and social opportunities for the deaf and hard of hearing. All laws related to the rights of persons with disabilities, including the Law on the Protection of the Rights of Persons with Disabilities and the Convention on the Rights of Persons with Disabilities, explicitly emphasize the role of governments in making society accessible to persons with disabilities, including deaf and hard of hearing groups. The 13th government, within the framework of the policies and goals of the holy system of the Islamic Republic of Iran, tries to use the necessary capacities to improve the services required by people with hearing impairments, inspired by these laws. In this regard, various measures have been taken by the Welfare Organization to develop rehabilitation services in specialized clinics, provide rehabilitation services, teach daily life skills, especially integrated communication methods (lip reading and sign language), support vocational training programs and employment for the deaf These activities can be mentioned. One of the most important measures, especially during the last two years, the efforts of the authorities are focused on the formation of a national network of organizations for people with hearing disabilities, which will play an important role in pursuing the rights of deaf and hard of hearing and explaining the rights of these loved ones at different management levels. The formation of this network is in line with the emphasis of the Law on the Protection of the Rights of Persons with Disabilities on the activation of the national network of the above-mentioned organizations and their active participation in the Coordination and Supervision Committee. Undoubtedly, the full integration of the deaf and hard of hearing in the professional and social spheres requires the full coordination of the governmental and non-governmental sectors and the efforts of non-governmental organizations active in the affairs of the deaf as the executive arms of the public sector. Let's see it happen.
